Welcome to the Morgan County Storm Water Website  

  The Indiana Department of Environmental Management (IDEM) is the State agency responsible for development and oversight of the National Pollutant Discharge Elimination System (NPDES) Phase II Program. IDEM transferred the implementation authority to the Morgan County MS4 entity through 327 IAC 15-13 (Rule 13). As a result, the Morgan County Commissioners have been designated by IDEM to implement Rule 13. This legislation establishes requirements for stormwater discharges so that public health and existing water uses are protected. A Stormwater Coordinator has been hired by the Commissioners to work within the Surveyor’s Office to carrying out the County’s Stormwater Quality Management Plan (see Part C – Program Implementation Plan on the Publications Page).
